A. Overview:
For over fifteen years, the CIA, with assistance from numerous government agencies, conducted a massive domestic covert operation called Operation CHAOS. It was one of the largest and most pervasive domestic surveillance programs in the history of this country. The fruits of this operation have been the identification of a newly formed terror cell intent on brining the Jihad back to American soil.
This group, the Ansar al-Islam, has smuggled in a nuclear weapon consisting of low grade plutonium (termed a “dirty” bomb). Ansar al-Islam is intent on completing the construction of their weapon and then getting it into a populated area to detonate it. Time is of the essence. The last of the weapon components are being brought to the terrorist cell’s hide out and it is only a matter of hours before they have completed the construction of the weapon. If that occurs, all they need do is get out of the area and blend back into society until they are ready to strike.
Key features:
1. Organized, mission based, operation.
2. Use of real world items to enhance game play (real vehicles will be used, but safety is always key. NO moving vehicles will be used during fire fights or w/in 100 feet of any standing person).
3. Responsive, fair operation control.
4. Chance for all participants to play both sides of the game.
5. Absolute free flow of game. Your decisions and actions will determine the outcome of the game (once it has begun), no “air strikes” or such will be used to unfairly destroy a team or position. The only exception to this rule is when a Referee calls an individual “out”.
6. Water will be provided and available for all participants. Stay hydrated!

C. Force overview:
1. CTU “Counter Terrorism Unit”
a. SOP (Standard Operating Procedures):
The CTU is tasked with locating the Ansar al-Islam forces, stopping the construction of the dirty nuke and arresting as many of their operatives as possible (for subsequent interrogations). Operation CHAOS agents have good intelligence on where the terrorist cell is operating out of. CTU forces will be inserted into the hot zone by helicopter. Upon insertion, they will have a limited window of time to complete their mission. It is unknown just how close Anasr al-Islam is to completing the construction of their WMD. The President has personally green lighted this operation, any means deemed necessary by the CTU is permissible.
b. Mission(s):
x1 – Locate Ansar al-Islam forces (destroy respawn area) (20 points)
x1 – Secure/Dispose of dirty bomb (20 points)
x? – Arrest/Kill all of the terrorists (5 points per arrest, 1 point per enemy player killed if respawn is destroyed)

2. Ansar Al Islam
a. SOP (Standard Operating Procedures):
These individuals are the last members of the once famous Ansar al-Islam Jihad group. Suffering eventual defeat at the hands of authorities, the most militant members broke off and escaped to America through the Mexico-American border. Their sole mission in life is to follow their religious believe of killing all infidels by setting off a dirty bomb in America’s heartland.
b. Mission(s):
x1 – Completing construction of “dirty” nuke (20 points)
x1 – Getting the nuke out of the field (35 points)

c. Squad Size:
10 – 30 (depending on total attendance)
d. Allowed Load out:
All load outs are permissible (no restrictions on weapons, magazine capacities, etc)
D. Game play rules
Standard TFAT game play rules apply. Call your hits, a Ref will be designated to each group and an overall controller (OC) will be in place. Every participant is eligible to ref if they desire, but TFAT members will be used in the absence of other volunteers. Refs will be rotated each game play.
At the beginning of the Operation, the OC will designate team participants. Each team member will be clearly marked with marking tape. The OC will chose team members based on their abilities and expertise, the overall goal is to place people on teams in such a way as to provide a “fair” game.
Please remember that the individual playing as the Ref has been selected (or volunteered) and is there to enhance your game play experience. Do not take their decision personally and try to keep the first statement in mind. There is no such thing as a dispute with a Ref’s decision, because, the Ref’s decision is final. If you feel that a Ref has unfairly targeted you please feel free to bring it up to the OC.
ALL GUNS WILL BE CRONO’d. Even if you have played with us a million times, your gun will be checked to ensure it is firing w/in the allowable limits. Up to 420 FPS for an AEG, and 550 FPS for a sniper rifle. MEDs will be in effect. Specific examples will be gone over in the morning briefing.
One hit, one kill. If you are hit, you are dead. If you are hit with a floater, you are dead. Ricochets are the only hits that do not count as kills. Medics will be allowed and the procedure will be discussed during the morning briefing.
Respawns are available during game play. Respawns occur on the 15, 30, 45, and 00 of each hour. Respawn points will be clearly designated by a marker stick bearing the color of your team. Team leaders may relocate respawn points once during the game (a referee must be used to move the stick).
Medics are available to the CTU’s ONLY. No more then two persons may be designated as medics, and they must wear a white strip of tape on their gear (this tape will be provided). Medics will move to the hit individual and administer aid…. New Medic rules are in place and will be reviewed before the game.
Game performance is point based. Successful completion of the objectives lead to more points, the team with the most points at the end of the game is the winner.
E. Accountability Section (Things to expect and judge the OP host on)
It is my goal to provide a safe, fun game play based on a scenario I believe to be enjoyable. There will be the use of props and a vehicle to enhance the game play and “realism” factor. I do not believe I play MilSim, but I do believe I play a Tactical Sport. I have written this Operation in a fashion that will make you fail if you attempt a “Video Game” style game play. I will make sure that all participants are fully briefed on pertinent information before they start, and are provided written copies of their missions. I will do my best to provide a map to the leaders of each group. It is my goal to try and meet all disputes in a fair manner, and treat all individuals with respect and courtesy. Any disputes that arise will be handled by the OC (Me in this case ). I am excited about this opportunity, and look forward to your attendance!
