Fugitive:
One player is the fugitive, every one else is a cop.
All players have only ONE life.
The Fugitive has no weapons to start.
The police should be limited to only pistols, semi-auto rifles, and sniper rifles.
Each player should have a map of the area. The Police maps and Fugitive Maps should be identical. Each should mark off the location of weapons the Fugitive may aquire during his flight.
If the Fugitive ever gets access to a fully automatic weapon, the police should be able to respond with fully automatic weapons.
There should be a definite TIME LIMIT on this game. The longer the time, the bigger the area the fugitive must cross.
The Fugitive should start at the same place the Police Start, but should have a head start before the police can begin. In order to make it harder, on the police, add objectives for the Fugitive to complete before getting to point B; and allow the Fugitive to start in a different location from (but at the same time as) the police.
The objectives: -------------------
The Fugitive:
- Get from point A to point B. - To make the game harder, add objectives- mark them on the Fugitive's map, ONLY.
The Police: - Don't let the Prisoner get to Point B - To make the game harder, add the caveat that Police must shoot the fugitive in the legs, or otherwise subdue the fugitive without killing him.

The Police: Capture/Kill the Fugitive.
