Last weekend's game was so awesome, Preacher wanted to give something in return of Hass's and Rabbit's hard work. Thus:
Operation Restore Hope
Location: 50 KM outside Mogadishu, Somalia [Dirka Dirkastan, Mobile AL]
Date / Time : 10/21/2006 | 0800 – 1300
Field Fee : $5.00 (covers prop costs)

A. Overview:
Somalia became a different place in the mid to late 1990’s. Local warlords abused the populace and fought among themselves, effectively overthrowing the national government and thoughtlessly killing thousands in their efforts to reign supreme. American forces were ridiculed among the world powers as being “weak” and “unable” to directly and effectively combat the local warlords. In an effort to take out these terrible powers, the CIA was instructed to hire “less noticeable” forces to infiltrate the area and *remove* key personnel and “points of interest” (POIs). These assassination missions and POI destruction missions were critical enough to allow the American government to open its pocket book, but needed enough separation from American policies to require the use of non traditional military elements. In early 2006, it was decided that a group of contractors would be hired to head to the area and complete these tasks.
All the while, the Somalian warlords watched the struggling US and NATO forces unable to fight the overwhelming number of armed populace. Thinking ahead to the next step in the American policy, these warlords used their vast resources of money (from drug and gun running) to begin hiring trained, professional, protection forces. These mercenaries were used to supplement their own existing, largely untrained, armed personnel.
One of the targeted warlords was the infamous Gen. Mohamed Farah Aideed. Operation “Restore Hope” represents the US Government’s effort to take out Aideed, once and for all, while also, systematically, destroying his store of weapons and drugs.
Key features:
1. Organized, mission based, operation.
2. Use of real world items to enhance game play (real vehicles will be used, but safety is always key. NO moving vehicles will be used during fire fights or w/in 100 feet of any standing person).
3. Responsive, fair operation control.
4. Chance for all participants to play both sides of the game.
5. Absolute free flow of game. Your decisions and actions will determine the outcome of the game (once it has begun), no “air strikes” or such will be used to unfairly destroy a team or position. The only exception to this rule is when a Referee calls an individual “out”.
6. Water will be provided and available for all participants. Stay hydrated!

C. Force overview:
1. CIA Contractors
a. SOP (Standard Operating Procedures):
These contractors will be inserted into the hot zone by helicopter. They will have no ability to contact the US forces still in the area, if they are captured and secured for ransom, the US will disavow all knowledge of their existence. Upon insertion, they will have a limited window of time to complete their mission. A helicopter will fly back into the safe zone (assuming it has not been over run by opposing forces) and take the contractors out of the area. The helicopter will only wait for 15 minutes beyond the rendezvous time. If the contractors are unable to return to the transport in time, they will be considered forfeit. The contractors are authorized to complete their mission by any means necessary.
b. Mission(s):
x1 – Assassination (25 points)
x2 – Demolition (20 points)
x1 – Successful escape (10 points)

d. Allowed Load out:

2. Warlord hired contractors (Mercenaries)
a. SOP (Standard Operating Procedures):
These individuals are outcasts from larger nations’ armies and represent a “rag tag” group of professional soldiers. Their loyalties lie with the highest bidder and their mindset is one of getting a job done, so they can get paid. Aideed has fronted them a large sum of money to protect himself over the next 6 months.
b. Mission(s):
x1 – Protection (25 points)
x2 – Security (15 points)

d. Allowed Load out:
All load outs are permissible (no restrictions on weapons, magazine capacities, etc)
3. Armed Personnel
a. SOP (Standard Operating Procedures):
These individuals represent trusted members of Aideed’s cabinet and war chiefs. They are very familiar with frontline fighting, but have no formal training. They rarely wear armor or vests, carry very little ammo and survive on their ability to be street smart, versus relying on years of training. As Aideed’s trusted leaders, these individuals make the command decisions regarding Aideed’s safety and the safety of their holdings. One of these individuals is always the “Chief” of the “Chiefs” and will be the command leader, in the field. The others represent “squad” level commanders.
b. Mission(s):
x1 – Protection (10 points)
x2 – Security (5 points)

c. Squad Size:
2 – 4 (depending on total attendance)
d. Allowed Load out:
ONLY allowed to carry 1 AEG, no sidearms, and one set of the following: 6 low capacity magazines, 3 mid capacity magazines, OR 1 high capacity magazine (No drum magazine). Make sure you note the “or”.
D. Game play rules
Standard TFAT game play rules apply. Call your hits, a Ref will be designated to each group and an overall controller (OC) will be in place. Every participant is eligible to ref if they desire, but TFAT members will be used in the absence of other volunteers. Refs will be rotated each game play.
At the beginning of the Operation, the OC will designate team participants. Each team member will be clearly marked with marking tape. The OC will chose team members based on their abilities and expertise, the overall goal is to place people on teams in such a way as to provide a “fair” game. After the teams have been decided, the Warlord faction will designate their “chiefs”. If no one volunteers, the OC will make this decision. Operation Restore Hope will proceed in two parts. Part 1 will begin, sharply at 0900. Please try to be present by 0800 to facilitate briefing.
Please remember that the individual playing as the Ref has been selected (or volunteered) and is there to enhance your game play experience. Do not take their decision personally and try to keep the first statement in mind. There is no such thing as a dispute with a Ref’s decision, because, the Ref’s decision is final. If you feel that a Ref has unfairly targeted you please feel free to bring it up to the OC.
ALL GUNS WILL BE CRONO’d. Even if you have played at Dirka Dirkastan a million times, your gun will be checked to ensure it is firing w/in the allowable limits. Up to 400 FPS for an AEG, and 550 FPS for a sniper rifle. MEDs will be in effect. Specific examples will be gone over in the morning briefing.
One hit, one kill. If you are hit, you are dead. If you are hit with a floater, you are dead. Ricochets are the only hits that do not count as kills. Please see the medic section below for pertinent information on being healed.
Respawns are available during game play. Respawns occur on the 15, 30, 45, and 00 of each hour. Respawn points will be clearly designated by a marker stick bearing the color of your team. Team leaders may relocate respawn points once during the game (a referee must be used to move the stick).
Medics are available to the CIA contractors ONLY. No more then two persons may be designated as medics, and they must wear a white strip of tape on their gear (this tape will be provided). Medics will move to the hit individual and administer aid in the following steps:
- Step 1
Provide hit person with 4 cards, person selects a card and based on the color they are treatable (Red) or seconds away from death (Black).
- Step 2
If a Red card is selected, Medic will begin administering life saving aid to the individual. (This involves the Medic wrapping white tape around the wounded person’s lower leg).
- Step 3
Wounded player returns to combat. If they are hit again, they are dead and must go to respawn, be sure to remove the tape once hitting the respawn area. While the white tape is around their leg, they CAN NOT be healed again by a medic. Ref’s will be enforcing this rule and Medics are expected to check a wounded individual before providing aid.
Game peformance is point based. Successful completion of the objectives lead to more points, the team with the most points at the end of the game is the winner.
E. Accountability Section (Things to expect and judge the OP host on)
It is my goal to provide a safe, fun game play based on a scenario I believe to be enjoyable. There will be the use of props and a vehicle to enhance the game play and “realism” factor. I do not believe I play MilSim, but I do believe I play a Tactical Sport. I have written this Operation in a fashion that will make you fail if you attempt a “Video Game” style game play. I will make sure that all participants are fully briefed on pertinent information before they start, and are provided written copies of their missions. I will do my best to provide a map to the leaders of each group. It is my goal to try and meet all disputes in a fair manner, and treat all individuals with respect and courtesy. Any disputes that arise will be handled by the OC (Me in this case ). I am excited about this opportunity, and look forward to your attendance!
